Approve Rule Changes

  • All new rules (6v6v6, Mushball, Kickball & Housekeeping) were reviewed and approved by present council members.
  • Note: For the new specialty coed leagues, all basic rules not addressed in the specific section will automatically default back to our coed rules.
  • For 6v6v6: “No new inning after 90 minutes” (not 85).

Bat Testing Mid-Game

In the past, teams have been able to call for a mid-game Bat Test, sort of like a roster protest, and our staff has gone out and tested both team’s bats right there in the middle of the game. This is something we would like to change, because not only has it been unnecessary (we never find illegal bats), but it can disrupt the game and be extremely uncomfortable for our staff.

In the future we won’t allow this. If bats have the current year’s City of Salem sticker, they are considered legal to use until they are tested again and prove otherwise. Umpires reserve the right to pull a bat or have it tested if they think it is a safety issue (weird noises, cracks, missing a sticker, etc…). The City will no longer do a bat check at the request of a player. That player will be encouraged to fill out a complaint form so the City can document their concern.

  • City of Salem staff will continue to do random bat checks, just as they do the random roster checks, and will be trained to do it properly as to not slow the game down or affect play.
  • City of Salem staff will document pulled and failed bats and any complaints regarding bats (imperative that complaint forms be filled out).
  • Will be a point of emphasis in the manager’s meeting.

Update on Specific Rosters

Review of decisions made regarding specific proposed rosters for the spring seasons.

“Middle’s Open”/Profanity Rules/Enforcement

  • Discussion over treating “middle’s open” like profanity, but manner in which it is intended must be taken into account.
  • Possibility of adding to the profanity rule as an example of “unsportsmanlike” or “taunting” behavior.
  • Will be a point of emphasis in the manager’s meeting.

Courtesy Runner

  • Decision made to leave the courtesy runner rule the way it is, but to ensure that plate talks are executed before every game, and that the rule is not abused (clarification needed).
  • Will be a point of emphasis in the manager’s meeting.

Umpire Concerns and Other League Issues

Would like to discuss some ideas/issues with the umpire executive board with the filters that the players are the “customer” and with the intent to improve the league:

  • At what point does the game clock start? Before team takes the field?
  • Players need to be given time to move dugouts.
  • HR Ball retrieval, chances given, appropriate replacement balls.
