Review Senior Meeting

Reviewed Flip flop rule and borrowing players.

  • 29. Flip Flop
    • 29.2 Exception Senior Flip Flop refer to Rule 50.4
  • 50. Run Limit
    • 50.4 If the home team is down by 10 or more at the beginning of the “Open” inning, the team will flip-flop.

After discussion, voted out the Pick-Up Player rule the council created last meeting February 3, 2016. 

Review Women’s Meeting

Reviewed discussions from the women’s meeting about removing the rank exception for women and borrowing players. Voted in the following new rules:

  • Women’s Eligibility Rule 26.4 f.
    • f. For Women’s teams, no more than four female players of tournament D level or higher may play on a City of Salem softball league team that is below the classification of Intermediate. Exceptions: Team (coach or player) may petition the city to exempt a tournament D player from this rule. Exemption requests must be submitted in writing and approved by the softball coordinator or softball specialist two days prior to the player being allowed to play in a game of a lower classification level.
  • Exception for Women’s Add/Drop Rule 2   
    • 2.4 Exception: Women’s league refer to Rule 55.1.

 Borrowed Players Rule 55

  • 55. Borrowed Players
    • 55.1 If a team has less than 10 players they may borrow a rostered player from another women’s team without constituting a forfeit.

Kickball Discussion

Discussed the Bunting rule and the Equalizer rule. Voted in the following new rules:

  • Edited Bunting Rule 59.3
    • 59. Kicking
      • 59.3 No bunting is allowed. If bunting occurs, it constitutes an out.
  • Equalizer Rule 70
    • 70.1 At the top of the inning any team that is trailing by 5 runs may start with a runner on second base and/or an extra infielder.
    • 70.2 Once the trailing team reaches a four or less deficit the players are removed.

Open Topics

Discussed two topics concerning rewording of current rules. The following rules were edited:

  • The word END was added to Rule 33.2
    • 33. Minimum Number of Players
      • 33.2 The only exception is the 6:20 p.m. league game, in which a team may start and end with 7 players.
  • “Women’s and” was removed from the exceptions section of Rule 26.4 d and “Women’s and Seniors’” exceptions were removed from Rule 26.4 e.
    • 26.4 Eligibility Exceptions
      • Exceptions: Seniors teams are excluded from this rule. Team (coach and player) may petition the City for an exemption of an Advanced/Silver, Elite/Gold, tournament D, or higher level player from this rule. Exemption requests must be submitted in writing and approved by the Softball Coordinator or Softball Specialist two days prior to player being allowed to play in a game of a lower classification level
      • Exceptions: Team (coach and player) may petition the City to exempt an Advanced/Silver-level or Elite/Gold-level player from this rule. Exemption requests must be submitted in writing and approved by the Softball Coordinator or Softball Specialist two days prior to player being allowed to play in a game of a lower classification level.
